
Deborah Jennings lives in a house in East Baltimore with her daughter and granddaughter. When she first moved in nearly five years ago, she was working as a nursing support technician, helping to draw blood. Hours were long, but she was able to pay her bills. That changed two years ago, when she became disabled and had to stop working.
